Shooting an arrow in a dream signifies speaking about chastity and honor out of spite, and sometimes it signifies carrying out a task through a messenger or a representative.
If a person sees in a dream that he is shooting an arrow but cannot hit the target, it indicates that that person's tongue is dirty and he will say bad things about the chastity and honor of the people.
